How can I get to be in a google search. I have no idea what tagline key words are or where to even put them? Can someone please help me? Show me some insight. Thanks in advance!

You can find "Title" in settings, general, If you are using wordpress. If you are using blogspot.com then go to settings, then write Title and Description of your site. Thanks.

First you submit it google, yahoo, msn, ask and some other search engines. you can put your blog or site in mybloglog.com or blogcatalog.com, both will give you better result.
Yes you can get anything if you pay but if he is not willing to pay anything then his site wouldn't be indexed in two weeks may be i would take months.

Just create a lot of inbound links like asking other webmasters for exchange links, commenting on blogs using your URL and anchor link, submitting to directories and a lot more ways to to it. That is the most important and basic requirement. It's useless even if your site is indexed but doesn't rank well.
You could use google keyword suggestion to get keyword synonyms and use keywords discovery, wordze or wordtracker to get estimated traffic.
