"he did the paypal scam" doesn't make sense. Say exactly what he did and show proof, because if you have made a mistake you could be ruining the name of a webmaster.

be more specific: did he scam you like you paid and did not receive the item / service you paid for, or you didn`t like what you got? Because it is a big difference. Anyway if it is paypal, you can just open a dispute and you will surely get your money back (if you have proof).
