Can I set up my ADwords account (with a voucher) without credit card info?

    yes you can. google adds your voucher value in your account however you cannot use unless you pay minumum limit to google.

    it is a good way to use voucher which is close to expiration date.

    You can simply pay through the checks and you will have to attach the given voucher code along with that.
