Because Google has so many data centers and Google is changing its algorithms monthly,weekly or when ever they need. So it is not possible to anyone to understand what Google strategy is. So if we do basic SEO for any site, thats good.
I do not get that what do you mean by understand google....Do you want to know what are the factors they consider to show the website on top of the SERP rankings? I guess this is what you want to know. But it is really not that tough. If you go through basics and have patience, you will see some wonders..
The google algorithm by their own description consists of over 200 factors. They're not about to tell anyone exactly what those 200 factors are, and what weighting they give to each one - it's their 'secret recipe'. Reverse engineering the complete algorithm would be a hugely time-consuming job, and as jockson says, it subject to continual change, so by the time you had, a lot of what you thought you knew would be out of date. But to find which which bits were out of date, you'd have to start all over again.
Because it is trade secret for Google, that is why nobody knows the rules of Google (if that is what you mean).
The reason that no one understands google but google is it is continuously changing. They have a team of phd's that work on it non stop improving the results so if anyone does figure it out they will have only figured it out for a couple weeks or months.

i want to know the google ranking factor completly everything is close to our eyes the links and search results but no one can exactly tell how google matches terms and how google gives links to a website i heard about backlinks i placed a link on a web site that had a page rank 0 i heard that google filters links from pages that have high page rank but it included in the link query the link of my website that had a page rank of zero.
Your question is like "Why everyone is here in DP? " Google is dynamic, and change things daily... there are lots of persons working there right now too...and understanding is different person by person.
