Registrar Lock

I am caught in a mess I believe. What does Registrar Lock mean?

 

When a domain name is locked only the owner can unlock it.
As long as a domain is locked it cannot be transferred.

 

And who has the rights?

Is it the Hosting Contact or Administrative or Technical contact?

 

A lot of hosts use this registrar status, as a measure of preventing domain stealing ..

These things DO happen.
