Well, it is simply all about LINKS pointing to your page If you want to go towards complexities, you better check similar threads here and on other SEO forums.
Page rank was invented as distraction so people will spend all their time and energy trying to improve their page rank thinking it will get them more google traffic when it wont. If people are obsessed with page rank then they aren't busy manipulating search results. Who agrees?
Short Answer: Get high PR ranked sites to link to you. Long Answer: Get high PR ranked links, low PR ranked, relevant links, irrelevant links, follows, no follows, anchor texts, non-anchor texts, and varied keyword anchor texts and link baiting. Don't just use one method, do a bit of everything to look natural and make you less likely to get punished if Google does choose to punish one type of links. More link doesn't mean better, actually, avoid link farms, text exchanges, xumer forum link spams, social bookmarking spams (no pligg or scuttle submissions, those are near worthless), blog spams, FFA, etc...
