I've recently used 1-2 of icons from dryicons(.)com (without the brackets) There is a good number of "general purpose" icons there.
Tango Icon Project Oxygen Icons Both are open-source, and vector. So you're free to use them for whatever purpose you need to, and you can edit the original files. And, as long as they stay under the same license, you could even sell them or modify and sell them to people. Read up on them and their licence!
