does google decide duplicate content based on the html coding or the content displayed in browsers? can i copy html coding if the displayed website is different?

Of course google based the duplicate on the content not on its html coding.

duplicate content is generally used to refer to identical text, i.e after the html is stripped out. However, all search engines use the HTML in ways that allow them to detect 'footprints' - its how all the old 'traffic hurricane' and doorway niche sites got caught.
