I would check out creativhost, they are very reliable with 100%uptime and are a company you can count on It has many extras but charges a reasonable price ! Check them out ( link is in my signature )
This doesn't even appear to be a VPS nor offshore. Did you read my OP before posting? And your ToS is bogus... You should check to make sure you meet the client's requirements before posting, next time. Otherwise it's called hijacking a thread.

I have already contacted your support; I was told I can not use my own choice of OS (Windows Server 2008). At your prices, that is unacceptable. I'd rather pay a little bit more on a dedicated server that I could run my own OS choice on. Therefore, I must decline. Thanks.
I don't remember seeing that many companies offering VPS servers that use windows server 2008. What are you looking to do with windows that you cant do with linux?
I have already found 1 company allowing me do what I need, however, they don't use very reliable emulation software, so reboots must be done on their end (if I reboot via OS, it doesn't start back up until they turn it back on). This is unbelievably annoying and makes doing anything on the server (like installing a role or features) time consuming, because their support is slow. Which is why I'm still looking for a more efficient host. As far as what will be done on it: A web host for a game/warez site, as well as a private server for a game too.
dont go close to nochost.com i have been wating 24h for a reinstall of the centos when they told me its going to take 12h and i dont understand why its going to take 24h and they wont refund my money i sent them 3 emails asking them for the time to when i will get the server back they said wee will contact you as soon as it will be installed and i waited other 12h i contact them they wont answear me and after that they sent me an email saying stop asking for time and they wont refund me so dont go close to them
why not ask underhost !! they have been years in business and most reliability to be ever found in that business
