they usualy appoint you one at your pelemary hearing, if you dont have enough funds for a lawyer, then they give you the form at the pelemery hearing and set it up there with a public defender. thats how they do it in Va. anyway.

The do not provide a free attorney in civil matters, only criminal matters. If you were cheated and the amount is less than $7500 then you can sue him in Small Claims Court yourself without a lawyer.
