Does paypal need a bank acc/credit card to be usable?

Like if I want to use it to get money from someone then spend it, would I need to have a bank acc/credit card activated?

Bank account/Credit Card needed to verify your paypal account and verify status means there is no any sending as well as withdrawal limit (unverified paypal account has certain sending and withdrawal limit - varies from country to country). Above all verified status means it shows more trust to your sellers and buyers.

You need only a bank a/c if you wish to liquidate the received money.

If you want to be seen as a trusted members by others, then you should use the CC and get yourself verified.

You need them to get your account verified and the limits lifted.

If you intend to do just one transaction of getting money from someone and spending it, then there is no need for you to verify the PP account by attaching a bank account or a CC.
You can directly use the account with out any bother, but if the transaction amount is over $ 500, then you would not be able to spend the same in a month, as there is withdrawal limit of $ 500 per month for unverified account.
