You either need a reseller/master reseller and learn all its TOS. Or get a VPS and be a bit free from the hassel of learning the TOS Or get a Dedicated server and make your own TOS. Get a hosting panel like lxadmin or webmin and it will help you setup accounts.

That could be pretty tough, but you can make it compulsary for the users and tell them that if they dont put the link where you want them to have it, then you will remove their site without any warnings or message. I aint much of a coder, so i aint sure that much, but you can put it manually... <a href="link">text</a> Thats it!

You may want to look at this. It's a system for forcing ads on CPanel hosted accounts, but you can also use it to force a link.
why don't you tell your clients that put your link in every page on their website or else their site will be deleted.
