Yes, you can make as many AdBrite accounts as you like, but it's recommended that you only have one account. But if you have more than one account, they don't really care about it. So you should be fine, but make sure you use different username and email address. Yes, you should be able to place ads on those sites, since AdBrite doesn't have any terms that state that, so you should be fine with this as well.
Since you have canceled your account, you would have to create a new account and create new ad zones for your sites. That way you can place the ads on your site.
