I can't answer because the answer is yes, definitely if they catch you. However, the tactic is still used heavily because lots of sites still have success with it. Getting caught is the issue, how it happens and what causes the trigger are somewhat undefined.

They can penalize you if you buy heavily and they will penalize your if you sell (decreasing your PR). But if you make it natural... it is ok
Banck - in the middle of 2007, I bought a PR8 link using TLA. - That site has now been doomed since 1st Oct. -- till to-date. Since then - never bought a link again. But it is quite OK to buy in the under-ground market. Google can't find them.
Google penalizes for selling/buying links with an intention to inflate PR. Think about all the paid directories. Are they in trouble with Google? Of course, they're not. You may sell or buy any kind of relevant advertising (including text links) as long as it doesn't look suspicious and as long as your intention is to add value, not to scam the engine. And please stay away from automated services and brokers whom you don't know personally. If you think about buying text link advertising, go for quality, not for quantity. Shortlist popular sites and blogs that are within relevant or lateral niches and approach the webmasters to see if you could buy ad-space or a blog review. Wanna bet?
They will, but since the practice is so prevalent that proves that plenty of people aren't getting caught and google isn't that big of a threat.
Answer is no because i know many of my competitors are only having paid links and they are always on top 10 are they special for google?
I am pretty sure Google is unable or having a hard time trying to detect sites for paid contextual links because companies like TLA and IntelliLinks are having much success in that department.
My opinon, No Problem. It is a good thing if you buy links. In fact, paid links count the most in eyes of Google. All the best directories you can list yourself are paid, including Yahoo, Business etc.
Buying links is a complex subject, it highly depends on the sites you are buying links from and the amount you buy, if all of the sudden you have thousands of incoming links probably you'll raise some flags and they'll investigate. But sincerely how can google know if a webmaster added a link to his website cause he really enjoyed my content/services (the main reason google always recommends high quality content), because I offered them a service and as a form of appreciation they are letting other know about it or if I really paid for that link? If google says it is dangerous and they don't like it probably it is "dangerous". Personally I believe that if the link is too obvious or next to the word sponsors or something similar they'll notice, but this is just me speculating. Do we recommend buying links? NO Absolutely not! But sincerely I only have theories and not facts on how would google know if a link is paid for or not.

On how is this different in other sites? Don't the webmasters decide which links to accept? Everybody is starting to see google as a Human. Google is a well made (really well made) software. The day that someone can explain exactly how google differentiate a normal link from a paid link (unless of course obvious reasons) I'll start believing 100% that buying links is bad, for the meanwhile I don't recommend it but I have no real proofs that it is bad. Many people say that they have lost rankings as soon as they bought links, what about the other errors they might have made? How are they so sure it was because of the specific link? If they are 100% sure it was cause of the link they bought how do they know that the specific site was reported and maybe the same link on another site would have help them rank better? Did all the advertisers on that site suddenly lost their positions? Unless a site is reported to google than I still have no real proofs.
In yahoo you can be rejected even if you pay for it, because there is a high standard (like DMoz too). don't compare them with a free directory which accept everything only to improve its stats and to have more submited websites. I think there is a big big big difference.
