Uhh, most are nofollow so pr will not increase. If you have a good story/content you will get a nice surge of traffic however. For google your serp will not increase. There are also many lists of SB's floating around here (good old search function).

yes some site are no-follow so they are not give you good ranking in search engines sites and not improve your PR.

 

digg.com id first choice...i get at least 50 unique traffic from this site..you can try it
