Software Directed to Adsense?

    Could someone help to explain why Google have the following policy:

    A site or third party cannot display our ads, search box, search results, or referral buttons as a result of the actions of any software application such as a toolbar.

    I would have thought toolbars would not break policies? Could someone help to explain how companies such as AVG and FireFox are able to direct search results onto Google?

    Sorry. What I'm trying to get across is why don't Adsense let publishers and search engine owners display their own results but have Adsense running in or next to the search results?

    because they want it that way. i know democracy but if google says so then we have to do so.
