No Joomla ads does not allow warez sites. Any campaigns which do not follow the terms of service will be removed.
This would have to be answered on a individual basis as we do not know your site statistics, and your earnings history from adsense.

Joomla Ads is focused more towards Joomla CMS, web development, etc related advertising. Panizon Ads is more broad. I would also like to make it clear that I do not own the networks. As we are a startup, I have various job functions but I mostly provide support.
