I have tried to use joomla before but it shows the content in the form of Blog like posts. I don't want to do that. I mean that site should look like a static site, not like a blog.

Not yet. Is it something like a website builder or a portal system like joomla?

i think joomla the best in content management , i used it before but as you know it's control is difficult , to use it you must have good experience in php and web dev.

Drupal is really good. You can make almost make any type of site with it. Its powerful and more seo friendly out of the box.

I can second the Drupal suggestion - very mature, lots of add-on modules available, and you can make pretty much any kind of site with it.
