    Quality back link mean link from a quality page.Quality page mean the page from where you will get a back link that page must be match with your category ,page must be index by google ,page must have some page rank.The other links of that particular page should be theam based.

    Use a Whois tool to find the site's owner contact info and then e-mail him.

    To search whether it's dofollow or not, open the Page tab in the upper right (if you're using IE) and go to View Source. Then click CTRL+F and type in nofollow.

    This will show you if the guy has put nofollow or not on your link.

    Several valuable answers given here :
    - authority website (they generally have High PR)
    - .gov, .edu sites
    - sites related to your niche that are big players (no matter the PR, as they often sell links, their PR is dead but their TrustRank is good)
    - in content links from articles

    High Quality Backlinks = Natural Backlinks !
    To get natural links you should provide your user with some quality information .. then only you will be able to get some natural backlinks !!

    BTW - PR2 Link on a Travel Site for a Travel website will be more helpful then having a PR9 Backlink on a poker website !!

    So high quality links is much a matter about relevant and natural links !!

    PR is not nothing, it does help, I tested it and results are really good.
    But I agree too with your proposal even though it is quite difficult to get such backlinks

    i did some experiments
    1 link from irrelevant pr7 page decreased domain in serps
    (backlinks of this site were irrelevant to his topic)
    1 link from relevant pr0 (good, relevant backlinks) page increased traffic on my domain

    There are much more important factors influencing on total effect of your linking, such as backlinks quality, google rankings, number of google bookmarks, feed subscribers, and even good user behavior on it's site, i guess (because google could see it all with the help of toolbar and other it's services )

    PR is an "old fart's myth" for me. (sorry)
    It used by link traders to fool nubies such as you and me.
    Times are changing.

    The highest quality link is one that comes from a trusted authority site - one that is already ranking high for the keyword you are targeting.

    I agree that PR is not the only factor (authority site or not, alexa rank, delicious bookmarks, SU etc... just to add a few ones).
    However, if you put a link on a high PR page you will NEVER decrease in SERPs. At least not get upper rankings, but no dropping.
    It will also depend on the context around your link. If your link is surrounded by some text (only a few words) correlated with your link theme, it will definitely be profitable.
    Your tests may lack methodology IMO. You need a clear protocole to make conclusions.

    I'm not a newbie in SEO, what I think is that PR is not the only ranking factor, for sure, but it IS profitable to get links from high PR sites.

    There are a lot of such places.I think Forums and networking sites like linkedin add back links from google very often.
    Apart from that I find it hard to understand why some links get converted into backlinks while others don't even if they come from the same source.Perhaps it has something to do with the internal optimization of that particular page.

    Who ever said a pr9 link from a poker site doesn't matter if your site niche is not related is smokin something else.. Look you definitely want to stay as closely related to your niche but if you target 50 pr9 sites even if they aren't related.. guess what - your PR is going to go up. The general rule of thumb is to target high pr sites and at least "try" to stay somewhat related to your site theme and niche, but if you grab some links from high pr sites that aren't related you're still doing yourself a favor. Always remember to use "targeted anchor text" related to your site niche in the links that post to these sites as well.
