Well, its perfectly ok to buy ccTLD domains but the problem is that you cannot register2 character domains any more. The min length is now 3 characters but I am afraid, you won't find any 3 character domains to register.

Why do you need a ll.tld domain. Is there some other requirement over and above the obvious. Just curious.

Best place to buy what ?
There is no global registrar for ccTLDs
Each ccTLD is a different case, many of them have different rules and always internet penetration plays a great role to usage and the aftermarket potential of the name

I have several .fm domains including webdesign.fm. I haven't had any problems ranking in Google. Unless a user changes their Google search preferences your site will show with the rest.

u will need more work in seo. Also, users sometime tend to ignore international domains in SEs. Go for a brandable .com

The average user would have no idea about SEO. They search for a topic and will probably click the first few links. I doubt very much that they will be specifically looking at the url and discount it as it's not a dot com. If the site is of interest they will bookmark it and after that who cares whether it's dot com or not.
