target 3 keywords per page you dont need to have thousands of links for each keyword. just a couple of backlinks with the related keywords are ok Target 5 keywords for your home page all your remaining keywords or other related keywords rank automatically later.

brainstorm on as much keywords as possible, then research wich ones have a high search volume. and pick those for your blog.
3 to 4 proper keywords should be there on per page. no need to write more and more keywords because no SE will allows you keyword stuffing and it will create negative result.
Content for the web page should be made properly with the use of required targeted keywords and it should not be looked like spam.
If you are talking about title...number of Keywords should not exceed than three and for meta keywords, these should be less than 200 characters. Five to six keywords are enough. Only relevancy of keywords matter. More keywords will affect negatively.
yes. it matters with page rank too. Once i saw that wikkipedia is on top ranking on google for XYZ keyword i copied all contect from there & past on brand new web for testing but my site was not in top 2000 after 3 months.
