Yes you can create new one with different domain!

First create new gmail account then sign up for adsense.

No, you can't just create a new Adsense account with a different domain. Unless you apply under a different name.

You can not use the same identity for creating the new account. You will need to have someone else from your family to do the job for you....

Google doesn't allow the account reactivation. I have applied for several reconsiderations but still only computer automated email reply that I get.

You have to reapply using different name and address. I am not sure can use the same website address or not.

I agree with different name but not quite sure about different address?

Why cannot two members from the same family have separate accounts?

Of course, you will need to apply with different website or else google is bound to link you up with the banned one!

Wow, this is hard. Let say I use other IP address (from hotspot) to sign up but then when I wanted to log into my account, I use the IP address from my home computer. Can they detect this, or shall I change the question, will they have the time to check this?

Actually, you can use the same mailing/home address. I tried it before and it was approved.

But I think you should apply with a different website for sure, that's a given.

Nah, the IP address doesn't matter. I've used the same IP to set up another Adsense account and it was fine. It was approved and I still got paid. I really don't think it matters, what is important is that its a different Publisher Name and possibly a different website (at least for during the approval period).

Be careful of the new entry rule!

Your website has to be six months old for you to get your adsense account approved. So, you need to have not only different website but also an old one too... for getting another adsense account!

Oh, they have new approval policy. Thanks for the info so that's mean I have to wait for another 3 months to apply. Meanwhile, I can do content enrichment.
