It mostly comes down to quality of backlinks. You need to find ways to regularly build quality backlinks with your target keywords as link anchor text. Keyword research is very important. Choose less competitive keywords, but still with considerable number of searches. You also need to assess your competitors. You can use SEO Elite for that. Once you've finalized your keywords, proceed to linkbuilding.
First of all I would recommend you to strengthen your internal link building by linking the targeted page with the other relevant pages of your own website. Then start looking for generating backlinks from other relevant resources like directories, article submission, blog posting, comments posting & SMO etc.
Like LondonFC said, it is very crucial that you analyze your competitors website. Find out which Keywords they are using and of what position and arrangement they are. When you are done with this, get few pr5 or pr 6(anything higher will do better) linked to your website.
