As per my View you need just 3% max keyword density on pege. Other SEO factors are very important for promotion.. keywords stuffing is always bad and can responsible to unexpected harmful results.
I say keyword stuffing is great for short term results, but in todays world long term is smarter. Staring under 15 keywords and concentrating on a keyword per page is the way to go.
Within title you should not give keywords more than two and it should not be exceeding 65 characters. The meta description should not exceed 165 characters and within meta keywords, you should not write more than five to six keywords.

i've heard it said that your keywords shouldn't exceed 5% of your on page content... but i've seen a top ranking site for a competitive keyword that 21% of their content is their keyword... So basically i think it depends on the website. How trusted it is ..
