RBI will not stop any such payments.Only thing they can do is ask Bank to keep a watch and in Turn Bank will ask users about source and purpose of Foreign funds coming to their account. Usually a Letter on company letter hand is all what banks required.
No! RBI cannot stop NEFT payments as it initiate from any of the Indian bank only. Incase of wire transfer money comes from international banks.
its really frustrating ......may be citibank is the culprit no one knows....but we guys have no option except sucking paypal.....
Citibank is already a big mafia in banking industries. They have been served notice by RBI manytimes on doing recovery in illegal ways... All I know that stay away from Citibank if you are planning to bank your hard earned money with them
If there are people who have not send emails to paypal regarding the lost funds,Please email them asap Only mass action can solve this problem sooner

I have had just called the Paypal customer support. After about 13 minutes, I was able to speak with a representative, who informed that Paypal is aware of this Problem and said that the Withdrawals from 19th to 25th Feb are affected. But I informed her, that I also made an withdrawal on 27, 28 and 1st of March and I have not received them too. She only had the the answer that the money will not be lost and I will get it. But she was unable to give me any time frame and said it is being worked upon and will be fixed soon.... I am just waiting see my money to my account :-(
I think now PayPal feels pressure on their clearance I am sure they will talk with RBI. Also many people thinking that it will be done from Citibank then again you are wrong, they are not using Citibank or other Indian banks to make NEFT payment.
i think the problem surely with paypal and not with RBI. The transfers got stuck somewhere in the middle.

When they block someone's account, they do not give a second thought and now that the heat is on them, they need time? Red flagging and locking one's account takes them just a few seconds, but in this case they cannot give any time frame? Is this the way a financial organization works? The kabuliwallahs of Afghanistan are far better than them and they should be allowed to run paypal. This is the high time for all of us to join hands. In fact paypal has given all of us a great opportunity to group together and make ourselves heard now and in the future. Is is PayPal or PayEnemy
Haven't received my 27th transfer either. I'll mail or just call them via skype once 7 days passes. I'm about to receive a huge amount from a company at the end of this month, I guess I'll just go with cheque if they don't solve issues soon.

its just neft trasnfer, so need not to worry. only indian individual or firm can neft. + plz send link to this thread when sending mail to paypal.. anyway paypal is aware of situation.. they r resolving and in pressure. i m 100% sure. i talked to supervisor , rep .. all know that paypal to indian bak is having problems. i think it will b sorted out fast.
The problem is wih Paypal system and they admitted it too.. Today i got my complain number over phone... My complain forwarded.
