    I have this email also.I think they are expanding their service in ASIA.
    Because I think they are worried of Google Checkout.

    this is not a scam i also received a mail from them i think this was sent to all who live outside the US the new centre will for catering the needs of no US custimers and a new fee will come into effect in Singapore Currency

    I am outside of the US, in fact I am from Singapore and I did not receive anything from them. I've just wrote to them and let's see what they have to say about it.

    It is not fake I guess. Today I was signing-up for a friend at paypal and during the sign-up this singapore shifting screen had poped-up! --- Strange!

    there is nothing strange about moving out of USA
    for european account holders paypal moved all their ( our ) accounts out of US to the european paypal site

    there are many countries far more efficient in banking and far more friendly in laws than USA

    finally it all serves to make things more legal and more efficient for all

    moving to singaprore for some account holders also may result eventually ( hopefully ) that more asian / SE asian countries turn into paypal countries

    When did I say its strange of paypal moving out of US?

    I meant that they only showed that notice during sign-up and no where else on the site. :)

    You wont lose the account. It will be shifted to Singapore from the 1st August and will be governed by Singaporean laws instead of Californian laws....thats what I get....:)
