    What are the "general rules of thumb"

    e.g.: link stays on the home page

    I think one of the main things if you buying links from one person would be that all sites are hosted on separate IPs

    One thing you really need to know - how many links are going to be sold?

    One guy I read about, he bought a link, went back a couple of months later and found out that over 300 more links had been sold. So his link was mixed in with over 300 links to other sites. Needless to say, he felt ripped off. He was under the impression that just a few links would be sold, not over 300.

    Ask about the maximum links per page. Even if the site owner sells 500 links, how many links will be put on each page?

    Site wide links are links that appear on every page on the entire website. Like when you go to a site and in the footer are links to random pages.

    If you are going to buy links you have to strict on following parameters so that you can get the maximum return of your money:

    Page should be indexed where your link is sourced from
    Number of outbound link on that particular page should not be more than 30
    Webpage should be thematically relevant.
    Link should be “do-follow”

    Is it really 30? In google webmaster guide lines they suggest you don't put over 100 links on a single page.

    More advice would be greatly appreciated.

    i've personally never asked, i normally buy multiple links at a time and not just 1 or 2..

    internal links + outbound links should be less than 100. As google can crawl 100 link only on a page. You can download Seoquake to check number of links on a page (internal+ external links)

    If you get links from the page that has not more than 30 outbound links then probability is high that Google will not suspect your links as paid link. And your link will be easily visible to the visitors of that site.
