it depends a lot on quality of links you get, than quantity. you can easily get PR3 with few PR4-6 links, all depends on skills, that how you get them.

Patience, grasshopper......patience! Build your anchor text from high PR sites. Buy a listing in the Yahoo Directory ($299 per year) -- will produce the same benefit as 500-1000 regular links. Join lots of forums and get siggy links in every single one of them, make sure they are Do Follow Get into DMOZ, and every other directory in the PR 3- PR 4 range Exchange links with RELATED SITES (must have similar Key Words that you are targeting in your metas). Comment on as many "Do Follow" blogs that you can find. I was on one that started at PR-1 and is now a PR-4 where I am a "Top Commentator" (page one link from PR 4 site). All of this takes time, but you can BUY your way quickly with the Yahoo Directory paid listing.
Get Link from High Valid PR Page. The easiest way is buying links here at DP. 4-5 Links from a Valid PR page will get you to the same PR. (If the sites where you get PR isn't in penalty and the pages don't have too much Link) Suppose you're buying 5 links from PR5 pages. Then, you can hope for PR 5 too on next update.
You can gain high PR easily if you purchase links from those higher PR site, but don't let google knows that you bought the links. They will penalize you.
Exactly, don't spend so much time trying to build backlinks or generate PR. They don't have a direct relation to your revenue. If you post good content and you spend time on your site, the rest will follow.
