Simple Referral System Needed

I need an referral system to be made,
What will be needed is to integrate it in wordpress ,
make that users are able to get their own ref link like domain.com/ref.php?=userid
And simple login/account +registration system with few fields, where user can login and see his referral url and how much referrals he have referred using his url- that's all what is needed!

Have budget of $70 for this!
