You can not have ads on your wordpress.com blogs. This was the rule a few years ago, I don't know if they still maintain this position. I think if you upgrade, then you're allowed to have ads.

Yes you can add adsense ads on you Wordpress Blog. You can just get a plugin from from WordPress plugin section. Some plugins will manage all your adsense better than others. Best to try a few plugin to see which works best for you. You can also manually add adsense but you have edit various php files.
