Anyone have experience with pr dropped domains? Do they have any seo value with regards to linking building or actual site development?
yes they do... whether or not they are useful or not depends on what the last user did with them. So it does depend...
Matt Cutts stated that dropped domains will have their rep "wiped", although this is totally contrary to my experience. Grabbing aged domains, with existing links that are related to the content I am going to put on the site have made it much easier for me to rank.
dropped domains always have their rep wiped on the 1st pr update if the old links are still there when the pr date after has taken place, then you will get your pr back I would never buy links of a dropped domain

I would agree with whoever Matt Cutts is. Google bases a lot of its ranking based upon the age of a domain. If the domain is dropped, it returns to its original state of being brand new, theirfor whipping its record clean of the past. However, if there are a lot of backlinks to the domain, it can easily recover the lost ground.
If a domain drops then the search engines do wipe the previous value. However these domains sometimes have a lot of backlinks still pointing at them, so once registered the backlinks will start to count for SEO Value which helps. Essentially it's best to grab a domain before it is dropped if you can, but there is still some value in bringing back a domain from the dead.
