Well google adsense offer premium membership let me know if some one banned by google can he/she join as premium member of adsense?? will google accept their application?
If you mean having a Premium Account, that is only for the members making great amounts of money, so obviously they wouldn't be banned to get a Premium Account.

why are you even thinking about banned and premium adsense account. Just make money from adsense and think less. Or think how to make ur sites more cool that will help you.

Lol you make me laugh but if Google start doing this and charge some amount for reapplying for adsense accounts than they can make good money . Do you know who are premium publishers ? Go and check some details on this topic and see how much traffic you need to be a premium publisher .

I did do a little research, though likely not enough... Is from your 3rd link, and is what I was looking for. I did not click into your first two, as there were MANY links in my own giigle search which lead to groups.google and off site links...many of which I do not trust. Though again, check out my initial search via google's help pages, you'll find that it's lacking in any word on the matter there.
All you people don't know what you are talking about. As usual in DP, it's a bunch of player-haters who can't stand when someone thinks outside the box. Yes, Vebtools, you can still become a premium member when you are banned. In fact, many times Google just bans the most promising and innovative advertisers as a sort of test, to see how devoted to Adsense they really are. My uncle was banned a few months ago, and then applied for premium membership. Well, they turned him down - but made a counter-offer: Ultimate Super Membership! Like premium membership, this relaxes some of the rules, but goes even further: USM allows him to use Adsense in email spams advertising illegal drugs and stolen military hardware, and pays him $1.50 for every $1 spent by the advertiser. There's only one catch really: He's still technically banned (that is handled by a different department), so only PSAs show. But it's still very cool.
