$10 Startup fee?

    Hey guys I just bought a prepaid card to try out google adwords. When I added the card it said that there was an amount I needed to enter, over 20$ so I put 20$. Now it said it took the 20$ but kept ten for themselves. Why?

    They will take $10 for fee actived and running your account , this money will not able for refund anyway.

    Ok well I want to add the remaining balance on my card but when I go to the make payment page it says Account Balance or Other, I want to pick account balance but it will not let me.
