Not only PP,but all leading payment gateway also will have trouble when you turn off your cookies. FYI,cookies is use to store the current session of the user info such as password in order to login.
Cookies are used post login, and as long as the session is alive. Certain sites flush the cookies when one terminates their login (you'll see the message `all cookies cleared'), whereas some retain it. In paypal, when you are moving in from the `login' to the next step (paying someone else or withdrawing funds), the information from the cookie is used to identify you. Paypal does not flush cookies post logout. You have to manually clear that.
Thats very true, the cookies are very important! If you have them turned off you might experience problems logging in.

it is clearly when you turn off the cookie entering a site will become a problem ,I turn off my cookie this morning and suddenly when I came back to my gmail account it is shut off.without notice and I cannot re login until I HAVE to turn on the cookies then all come back to normal
If you have noticed, gmail keeps on refreshing your screen every few seconds. For this it needs to be sure that it is passing on the refreshed text to you and cookies help to validate this. this is just one of many reasons why certain sites require you have cookies turned on when browsing through them.
