Driving traffic and getting a new forum up and popular among the community takes time. Do you have a website to support the forum? like your main website which is getting traffic, which you can divert to the forum.
1. Advertise on Job related website. 2. Optimise more SEO on job related keyword 3. Do more promoting with latest job or "job issue that you have" type of updates available via social network.
go to the trade section and get some people who will post for payment. that will kick it off, then any natural traffic might stick around
also just noticed all your forum icons are big crosses - it looks at a glance that the whole forum is locked! not the best first impression

Actally quite easy in theory. Most true traffic will be local. People dont search for a job they search for a job in their area. 1. Script to auto add key locations 2. MOD rewrite search engine friendly 3. Ideally long term a sub domain for big towns in front of domain with out going to crazy say a maximum of 6 for UK 52 for US
Posting a job advertisement can cost a lot of money (the company). So you can start with the strategy when you offer free advertisement if the company makes some number of quality posts. I believe it can be good motivation for some companies. We are doing the same to promote our web hosting service -- if there is a new forum which allows advertising we make a few quality posts and post the advertisement.
Nice looking forum. Its always difficult to get a forum off the ground, but if you dedicate some time, maybe talk to yourself on the board for a while, others will join. Keep it active.
you can try to give a space for advertising on your forum. that same I am doing, Do it in this way: Make a place for member's ads there. give them a place to put a advertisement, this method is best than adsense revenue sharing... secondly, you should be a caring person for your community this is what play a major role in the forum success.
You should try to work on your link back. Ie, try to buy some links from sites wich has the same niche.

Buying commercial time in the superbowl will get you lots of traffic. If you can not afford a superbowl ad, buying some ads on yahoo or msn will help drive traffic to your site.
