Should we use redirecting or wait for Google to crawl our new pages

    You should redirect old url to the new url.

    Otherwise, build some links from internet and link to the new url.

    if you have backlink for that URL it will be crawl soon

    Redirection would mean google search find that page quicker.

    Redirection is much better option.And once your New page gets crawled, remove the older one because it can cause duplicate content issues.
