No one and guarantee a top ranking unfortunately. There are sites on the web that spend thousands and even millions on marketing a year. Just think how many backlinks they have.

Also there are sites that spend directly so they can study how Google works just so they can get the most of their site.

Trying to get rankings higher than sites that spend alot of money on SEO and other online marketing is very difficult.
