Even though a link isn't "dofollowed" doesn't mean Google can't read it. It just prevents PageRank from flowing. Google could tell if a visitor ended up at a site from another regardless of the dofollow. A website with too many bad (PR 0) links is guilty by association, unless backed by an equal amount of good links. Because theoretically you can't control who links to you.
.......... , quality is not about PR, quality is about the site content quality, a PR 0 with great content is much more greater in the long term than a PR 4 but only a dummie site for SEO (which is common to found). google's processes aren't that simple. Otherwise having a link on the home page of yahoo would be useless, unless you too were a news site. It's about how well automatic processes can determine overall 'theme' of a site. think anchor text, think page title, think all sorts of other stuff, THEN think surrounding content.
Excessive doing of anything is harmful so do not make link for the shake of making link do it for results .Google will never penalize you for getting links from grey PR but at least there should be quality.However try to get links from varying PR sites it will look natural and also drive traffic to your site.
Just my 2 cents: As I'am owner of a 100% naturally build blog your ranking won't get hurt because of too many (LOL) links (no matter of PR 0 or PR8). Most worse what could come is sandbox if you only have high PR links . In my naturally build blog there are ~70/80% PR 0 Backlinks.

That's interesting. I'm not talking about a simple calculation, just to clear things up - I am talking about when all the slicing and dicing gets finished, and how much of a risk am I willing to take. I get clicks from yahoo frequently for one of my sites, but not from yahoo's dot com, but rather a related page. Actually, it's all kinda complicated to me, and I guess I worry too much with being ignorant to many things in the working of search engines. Or, if you build them too quickly, right? Also, the zeros may someday be big numbers, so I don't snub the numbers as much as I do the content and associates.
I have found that concentrating on sites with a PR of three and up and with a topic directly related to yours is the best way I do have a site with a lot of semi related PR0 links and it is quite successful, but I prefer to stick with the higher ranking links
Try giving away "ad space" on your site in exchange for a link. Example - Realtor wants to build links. Tells his Mortgage Brokers, Inspectors, local water company, title company and cable company that they can put a 200 word ad on his "Local Resources" page in exchange for a link. Put up their ad with their name, phone #, address, and message, URL, but no live link to their site. You get a link from a related source, with no reciprocal link, so you keep the link juice on your site. They get an "Ad Space" on a site with Thousands of Visitors each month! That's how the sales pitch goes.
