I think he used Wordpress. To display the comments on a page, use this. Or when you write a new page, be sure to check Allow Comments. To have paged comments, use this.

Checking the HTML not necessarily means you can define whether it is WordPress or not. Themes change and lots are custom made. However, I believe you are right since usually WordPress defines its version within the header.

Other than that, I have no idea.
