Sounds like a good enterprising idea But there would be some issues with resell rights and people not wanting you to distrubute their products. Also you would need hundreds of members a month to be able to make a profit (if you buy all the up-to-date ebooks).
I've seen a few sites like this rise on DP, causing PM spam to try and get people signing up. In essence it's a good idea, but as jacob said you'd only really be able to legally redistribute those with the correct rights and people are only gonna want to join if they see something they want, despite the price being immense at $2
IMO,its not a legal way to sell the thing that sold at DP. There are some ebook that have not include resell right,if you sell at your site then you are consider stealing and its against the TOS. But i would like to suggest you to offer life time membership at $100 let say coz this will get more people join your vip section.
In my experience I have always thought having users pay a small recurring fee is better than a one off payment. Then you're always getting money in each month.
There's no reason you shouldn't have both, have a smaller recurring payment and a larger one-off (valued at maybe a year or two or more of monthly cost) that way you're gonna attract those with not much money and those with cash to spend
