Here are some criteria.. w3 compatibility Not a lot of coding + tables... It should be as light as possible ... Try light CMS apps, if you are not expecting a lot of features from your site... It should come with some plug-ins - SEF Url, Pinging, RSS, etc Thanks

The Basic wordpress, that's without any new themes or plugins will be highly SEO'ed. So, if you just work on SEO your content + theme + couple of the SEO Plugins your on-page SEO would be pretty well done
I have worked a lot with CMS Made Simple, because it's very easy to use, runs straight out of the box, it's the most SEO friendliest CMS out of the box I've seen. It might be that Joomla, Drupal and many others CMS's have nice add-on's, but the original question was about CMS out of the box. And WordPress isn't a CMS, even you can use it as kind, but if we're honest, it's a blog.
Joomla 1.5 is very SEO friendly. You don't need to add any plug-ins to make if SEO friendly. The URLS read just like Search Engines like them.
i think that nearly all popular CMS's can be made to be SEO friendly with the right configuration/plugins/modules.. Beyond that is mostly opinion IMHO.
I have used Drupal, Joomla and Wordpress. I thought Drupal was the most SEO friendly but was the hardest to use. I like Joomla the best because of functionality. I finally settled on Wordpress for all my blogs and micro niche sites because it was easy to use, seo friendly, lots of support and plugins and fulfilled my needs.
I have been using Wordpress since last 5 years and i seriously liked it so much,, its smooth, Quite customizable for SEO , You can find as many plugins for seo and other features, my website have just 2 PR, Everytime i update it, i can see it on google within 15 Secs. WP rocks.. Another Best was Elgg. but it is social network platform, Seo is awesome. Drupal, is also great but i dont recommend using Joomla if you want really good seo friendly CMS.
Good CMS for good SEO is Wordpress. You need to install some seo plugins like "All in One SEO" and you are ready.
I think also Joomla 1.5 is good for SEO. Even without any SEO extensions. I was at the first pages of Google in the first week. That reminds me that Sandbox theory is not valid (at least now).
