    One is craftysyntax.com and another is helpcenterlive.com... They are both quality FREE live help programs written in PHP.

    I mean have website like this one...not just chat script...
    Look, if you want used some service , you need make payment to talk with adviser and then, if you go Live chat and try to talk, yes you can talk 3-5-7 min free, but adviser will ask you please hire me, then you click hire and start take your payment from your balance what you already mad payment...

    I'd advise you do a lot more than just get it developed. Services like these are highly competitive, and require more than just little freelancers developing it as it's got real-time technology and resources involved.
