on-page SEO is of no use for this website. if you need on-page SEO do be done, change the design of the website. only off-page SEO can help the website.

see Google presents you with the websites which it thinks are authentic and genuine and all of these websites are big enough i.e. with unique URLs. you can get visitors to your website via off-page but you will not get good rankings on search sites because in the eyes of Google it is a single page website therefore not authentic. had it been one page site with regularly updated content, Google would have shown it but this is not the case right now.

Iframe and seo does not go hand in hand, either you need to avoid iframe or you have to design your site in the same way but without frames. You can do that with may softwares available or by hiring a web designer.
Minimum use of flash will be beneficial for your site according to SEO.
At present your site needs both on page and off-page optimization.
Get an SEO expert help who will guide you with all these methods.

Three things that can help you around...
    1. Use search engine friendly or static URLs for your web pages.
    2. Titles should be generated for each pages differently.
    3. A big link building campaign, will help you.

Let your web developer work for you a little more in implementing 1 and 2 things......
