On each and every sales thread it gets flooded by people asking continuously for FREE REVIEW COPIES. It is very bad part of DP.

Then report the posts instead of posting to complain about it.

We can't ban it completely, because some sellers want to give out some free review copies. We probably could make a rule that you can't ask unless they are offered, but we are still trying to enforce the no bumping rules and people are ignoring our efforts. I really don't think people would stop asking for review copies just because we make a new rule about it. :(

For now, asking for review copies when the OP says they are not giving out review copies would fall under other rules already in place (bumping, running up post count, etc...), so please, as Jenn said, report those posts and we will deal with them accordingly.

It's already covered. If you're asking for review copies when the OP hasn't explicitly said they're offering some, you're just saying you're interested (but not willing to pay). That's private business just like saying you'd like to buy. Put it in a PM.

If someone's already asked, and you ask again, you're posting useless nonsense that adds no value to the thread, and you'll get an infraction for it.

If the OP tells people they'll give review copies to the first X people to post, they're breaking the rules regarding not telling people to bump your thread. In that case they, and anyone following their instructions, could be subjected to a 7-day ban or infraction as per the BST announcement's rule change.

They're already a problem we're well aware of, and they're already covered under existing rules. They don't need their own. As Buffalo said, it's hard enough for us to enforce the bumping rules. We have limited manpower and cannot find everything. That's why the report post option exists.
