It happened to me a few weeks ago and am just curious if this happened to anyone here. I found it pretty unusual since the website is a government website and an absolute authority of PR9 (url will not be revealed for security purposes). So there you go google. The US Government supports unnatural link building.
I have tried my success with some of the reputed sites (including govt. owned sites) but not successful in exchanging links. You are lucky if you get a PR 9 link
lol...I dont think i want to know ... Maybe they should just go to "link sells section" as another guy has quality edu & gov backlinks for sale CHEAP! laterz malcolm
Why would a government website want to exchange link?? Maybe the government website wants to be Number 1 on google search for a saturated keyword and use the traffic to increase their adsense earning.
Not happened to me but I think it is possible as per what they need, one possible I got in mind are the immigration and visa sites (competing?).
