    http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/ua/use/index_frame-outside

Not sure how they accept it, but it is absolutely not allowed. They may have some pre-existing agreement with paypal.

Pretty sure it's because VC poker is based in the UK/Europe.

You shouldn't type because you have NO CLUE what you are talking about.

Most casinos offer 20 + deposit options, paypal is allowed at only EU licensed casinos which remains a select few, mostly UK bookmakers.

BetFair, Ladbrokes, VC, William Hill, Bwin, a handful of others.

It is entirely possible that the site just ignore the Acceptable Usage Policy of Paypal and just abuse it. This is probably not the first site which does that. In any case, you can always contact paypal and provide the url and see what they have to say about it.

This is strange when I checked the UK Acceptable Usage Policy, it still reads that Gambling and Casino is not permitted.

    See https://www.paypal.com/uk/cgi-bin/webscr?cmd=p/gen/ua/use/index_frame-outside

I might be looking at the wrong place. Could you point to where it said that Paypal is permitted for online gambling in the UK and EU ?
