The layout and overall design is great but I think you could use some brighter colors.

 

layout for is good but here are some points :
a) i Dunno about the canadian flag...i makes it seem local
b) The link farm you have on the bottom "more great sites" has no place on your site, id get rid of it i you can
c) This domain name maybe for sale???? id get rid of that too

good templates just need more colour, you need to put some text on that flash animation.

 

Where do you see this?

 

The design is nice, but there are several things I would change:

1. Copyright 2008 (it's 2009 )
2. Your flash rotator on the front page - nice idea, but instead of rotating 3 pics of the same girl - show some diversity - show a funky-designer-looking person, then an older guy, then a pretty woman.... etc... and use this to get some color into your site - no black&white pics, all color...
3.

- ummm, if the job is higher you take out more? then you can't say 'only' also, you misspelled "reasonable" ------- Actually, the whole thing is very awkwardly phrased, consider hiring a professional writer.
4. The photo at the top of 2 skyscrapers... it's totally irrelevant... can you find something useful to put there? How about a login, so that users can login on the home page without clicking to another page (always a pet-peeve of mine).
5. The same thing goes for the image of the 2 people at the computer at the bottom... I would move the testimonials there, and the where you have the testimonials now, either list currently available projects, or currently available freelancers, or at maybe info about projects completed through your site.
6. There are a few pages which do this, but one example: http://freelancermatch.com/testimonials.php
This page is very long (and blank) where most of your pages are much shorter. - why?
7. your freelance sign up page: "NOTICE: If you cant click on a input box, just tab to it." This is pretty much unacceptable... You want me to trust you with my programming needs, but you can't program a simple form to work properly?
8. You can only get to your contact page from the FAQ page - you should be able to get to the contact page from any page.

Nice loading time and the layout is good and clear. Add some more colors to your site.

 

The flash sound and animation needs to go out. It's very annoying
