Most of CMS on PHP + MYSQL
Also you need to know CSS and maybe Smarty
If you prefer windows based CMS you must learn ASP and MS SQL =)

There's no MUST learn ... PHP runs fine on Windows servers as well. Classic ASP is basically dead and buried, I wouldn't suggest any new development in that either.

I would also recommend you to learn PHP and MYSQL also make sure your clean up or learn the basics in html and css it does come in handy. The best way to learn is write small CMS systems for your self they may be basic not do much but write one up learning from tutorials and php guides you will soon pick up skills and problem solving. Good luck!

You should go for PHP. There are many open source cms now, if you have an idea you just choose one and revamp it. Isn't it easier?
