    1) Most of Social bookmarking websites(e.g Digg, Reddit, Yahoo Buzz etc) have good PR. However, the inner page in particular has very less or 0 PR. So in such case, links from those websites.
Social bookmarking sites are worth it for traffic and can boost your site if you play your cards right. Be a part of the community, and you'll find that helps... a lot!

    2) My goal is to get PR4. How long can I achieve it i.e. how many links would I need & how many quality links.
I can not help there... I don't have very many and have a PR4 site. It may fall down to quality.

    3) If I have around 1000 backlinks from social media websites & also if all of those pages are newly created which implies that those pages have no PR. Will those backlinks have an affect on PR of my site ?
    All links seemingly effect PR.

    4) How good are forum signatures in improving ? How good are blogs comment in improving PR ?
Forum sigs generally help with SERP more then PR, but again, it's traffic that is truly important, so run with it!

    5) What are good techniques for creating backlinks. That I know are:
    - Blog Commenting
    - Forum Commenting
    - Directories
    - Social Media

What else, that I am not missing ?

Article directories, press releases, paid links (like adwords).

Go for some linkbait.... get OTHER people interested in linking to your site. That is the best and most natural way you can get backlinks. Google somehow seemingly knows, so do your best to make it as natural as possible.

A few links you may enjoy:

I'm not sure about getting three PR5 links and having less than 10 outgoing links, but I recently took a brand new site to a page rank of 5 by targeting pr6 and 7 sites - mostly things like computer programming or software forums which have a high page rank. I think in the end about 3 of those backlinks must have been noticed by Google because my site is ranked so high now - otherwise I just had maybe 30 pages of original content and about 300 other backlinks from a mixture of "normal" low page rank sites and page rank 3 and 4 sites.

Do a search for high ranking websites of pr 6 or pr 7 and try to get links from those.

Directory submitter is good but avoid sending to much because it will be considered as spamming and worst your blog will be banned by google.

submit content to social bookmarking is the good idea to get high pagerank. But getting links from high pagerank sites is more important

    Well,

My friend, I would suggest you to change the target you have set for yourself.
Most of the people live in the glory of getting a high PR. BUT, what good is PR?

PR is only helpful if you want to sell links to others from your high PR pages.
This used to happen in PAST. As of today, no one wants to invest money on getting a link from a high PR page (At least people who know about article submission, SW submission, SB, etc would rather spend their time and money on these techniques instead of buying high PR links)

I would suggest you to keep a target of traffic. 100 UV per day till April 2009, something like that.
Remember, G is changing things..... It is getting more and more towards Content and user behaviour. I can show you pages on my own site having PR 2 and above with ZERO links. Yeah that is true. These pages have PR 2 and above, coz users prefer going to that page, instead of any other page of that website. I have placed the link in such a way that new visitors go to that page first. Naturally those pages are my sales page, where visitors go and buy things. I would suggest read a lot... LOT. Get educated more about SEO and then set your targets. If you need any help, let me know... I know few things and i wont mind sharing.

    Thanks!

If you also want to be higher ranked on Google, you can do on-page optimisation for key phrases (currently you have "Eval(Caption)" as a caption against the main picture - not very search engine friendly)

First, if your link building strategy is article submission, SW submission, SB, etc then you are living in the past. Anyway, I would love to see those PR2 sites (or pages)...

what do you mean keywords are not specific? It must mean you want page rank for the wrong reasons. Your motivation should be to get as much traffic as possible (traffic == money), traffic that comes from google SERP, when people search for keywords. SEO without keywords doesn't exist. What is your target? What do you want? Is it visitors or some PR number that doesn't help with anything?

    Dude, it's an easy task...
Just buy a couple of high PR backlinks ;)

However, my advise is to focus more on your website content, visitors and SERP's as traffic is more valuable than PR.
Focus on what is good for your website visitors and search engines will reward you.

I have found the best way to build high quality backlinks is to use Linkvana, which builds the links on PR3, PR4, PR5, and PR6 websites. This method is fast and effective and really helps your sites PR. You can check out my link in the sig below.

It is not important to get backlinks from higher PR blogs. It is important to get backlinks from higher PR pages. In most cases, all recent posts will be having PR n/a or 0. So, try to comment on older posts which may carry some PR value.

Siflur, you seem to be happy to payout on all the 'noobs' on this forum but you
are the only one who doesn't seem to be giving any valuable tips. You just
    keep complaining about the 'noobs'.

    How about some quality suggestions?

I answered his question, but no, I have no reason to give away such information. The techniques I know is what make my sites rank above others. So what I gave was the basic understanding...
Is this really because you think article submission is a great way to build links?
Try to do the math. How many incomming links does a site like ezinearticles have compared to the amount of articles (outgoing links)? Ofc you will rank higher in the beginning and get a little more link juice (I hate that word), but even this amount is too small to really affect your PageRank.

    Thanks everyone for the help.

I checked yesterday that Google Webmasters shows some of my pages as having medium page rank. Does it mean page rank for some pages of my site has improved, really ?

    Please see the attached image.
