You could probably make WordPress to have the function to do that. There's tons of plugins out there, and I'm sure you can find one that has the capability to do something like this. You basically want a database of multiple options (as in places, and offers) like a classified ads type deal, am I correct?

I think the site which you're referring is using some sort of B2B Marketplace script.

Oh, at first I thought the site was an B2B but after looking at its source and the way it works, I am confirmed that they are using a matchmaking script.
Just search on google for "matchmaking script" and try the results and look for the best one.

I couldn't recommend more as I never have such sites.

Another thing you can do is to hire a coder to build a site like that. Probably within $250-$500 cost.
